There are three types of epeen.
Individual epeen, Group epeen, and Group by association epeen
Individual epeen is something you do on behalf of yourself... like kill a well-known bad guy
Group epeen is something that is done by a group that you are a part of... like have a Divinity GG roll over an infamous group in RvR a lot
Group by Association epeen is when you are part of something that did something that benefitted your epeen, such as you being in Divinity and Divinity is recognized as the top guild of the server.
The actual measuring of epeen really is not set... it's more based on general feelings of the public versus your own bragging. If you brag and the others are supportive of your brag ability, then you have a large epeen. Inversely, the more that others are unsupportive of your bragging ability, the larger the epeen you have as well.
